摘要

本計畫成立之目的在研究分析社會經濟、人文等環境變化所造成農業經營型態之改變，及其所影響農田灌排需求、方法等狀況，依此而研擬因應之道。 經調查桃園縣內相關之事項，發現下列現象:土地利用變化，74年~87年問，建地及雜用地增加約40%;耕地面積自69~87年之變化，水田減少5239.09ha，約佔18.53%，旱地減少1294.84ha約佔14.5%;在農業經營方面，水稻田逐年逐年減少，瓜果蔬菜、花卉及休閒農業(或市民農園)逐年增加;在農事專業方面，兼業農戶逐漸增加，專業農戶逐漸減少。本計畫依上述土地利用及農業經營之變化，推估往後可能狀況，並依農田水利會對會員提供灌溉排水服務之宗旨，模擬因應之措施。本年度(88年度)報告偏重於分析模擬及搜集國內外參考事例，做規劃之準備工作;第二年(89年度)報告將就模擬結果選一條支線做進一步之案例規劃設計。

Abstract

The objective of this plan comes into existence is caused from the analytical study of social economy, human affairs etc. environmental change created the change of agricultural management pattern, and thus influence the demand of field irrigation and drainage, as well as method and conditions, depends on this, to work out the counter-measures against it. After having investigated the related matte within the Tao-yuan prefecture following phenomena were found:A. Land use change :(1).House land and miscellaneous land were increased by about 40% in 1985 to 1998. (2).Cultivated land area:Rice field reduced by 5239.09ha. (about 18.53%),Upland area reduced by 1294.84ha. (about 14.5%), Both in 1980 to 1988. B. Agricultural management aspect: Rice field reduced year by year; Fruit & vegitables, flower and flowering plants and leisure farming (or citizen's farm) are yearly increasing; and in agricultural profession aspect, side job farmers are gradually increasing whereas the professional farmers are gradually decreasing. According to the above-mentioned changes of land use and agricultural management, this plan is to reckon the future possible status, and also, according to the purpose of establishment of the Irrigation Association's, to offer irrigation and drainage services to sham a counter-measures steps. In this Fiscal Year (1999), the report was inclined forward the analytical sham and collect reference examples from domestic and abroad for preparatory work of planning: and on the second year (i.e. FY2000), the report will show the result of one lateral for further applied example of planning and design.
