- 本研究對水稻田及灌溉排水系統所具有之公益效能進行定量評估,特別是針對調節洪水、涵養補注地下水,以及因水田灌溉而減少地層下陷所衍生之社會成本值、水稻種植對空氣淨化,以及對環境溫度調節等機能,均有具體量化之效益估計。 在儲蓄洪水機能方面,推估得水田灌溉系統所具有之調蓄洪水容量為3.4億立方米,換算外在效益為新台幣37.9億元。而在補注地下水之資源涵養功能部分,地下水涵養補注量為8.85億立方公尺,外在效益為98.8億元。水田灌溉系統減少地層下陷所衍生之社會成本經推估為540億元。水稻種植對大氣中氧氣的補充量為1.8百萬公噸,貨幣化效益為80.39億元。藉由遙測及CVM調查方式,獲得台灣地區水稻田可降低環境溫度,其外在效益價值為289.5億元。 綜合此五項效能量化及貨幣化計算,水稻田及灌溉排水系統所具有之公益效能價值為1046.6億元,其中尚未包含提供休憩美化環境及維持生態多樣性等效益,相對於年度稻米生產值約為346.7億元,顯示水田及其灌溉系統對環境及社會之貢獻遠高於稻米的產值。
- Abstract
- This study is to quantitatively evaluate the public benefits and external contribution of rice paddy and its irrigation and drainage systems. The assessment includes functions of the followings: 1) flood prevention; 2) fostering groundwater resources; 3) reducing land subsidence and its associated cost for human society; 4) air purification; and 5) environmental temperature mitigation.It was evaluated a total volume of 340 million cubic meter for flood prevention function, and the equivalent monetary value 3.79 billion NT dollars. The function of fostering ground water resources was evaluated to a recharge amount of 885 million cubic meters, and the associated monetary value 9.88 billion NT dollars. The function of reducing land subsidence and reducing society cost due to paddy irrigation was evaluated to be 54 billion NT dollars. The function of air purification was evaluated to release 1.8 million tons of oxygen due to growth of paddy rice, equivalent to monetary value of 8.39 billion NT dollars. The environmental temperature mitigation function was evaluated by remote sensing and the CVM methods and the external benefits were determined to be 28.95 billion NT dollars.In conclusion, the five public benefit functions were evaluated to a total of 104.66 billion NT dollars, which does not include functions such as conservation of landscape, conservation of biodiversity, and maintenance of rural communities. Comparing with the annual productive value of paddy rice, 34.67 billion NT dollars, it is clear that the external value of rice paddy and the irrigation and drainage systems is significantly higher than the value of rice.
