摘要

一農村現況之調查分析: 調查農村地區(鄉(鎮)、村(里))之人口、土地利用、公共設施、產業、生活環境、社會、行政、財政及其他有關農村現況之基本 資料，以作為研擬農村美化規劃推動方法之依據。二、農村類型區分:依調查所得基本資料，利用多變量解析方法，如群落分析、因子分析方法。區分農村村(里)之類型，如都市地區、都市近郊地區、純農業地區、山坡地、山地、偏遠地區，或散村、集村、或過密地區、過疏地區，或混住化地區、純農民地區等。三、農村美化基本方向之確立:研擬確立農村美化基本方向之方法與步驟，包括農村美化規劃之 理念、原則、方法及步驟。四、農村美化基本計畫之擬訂:研擬農村美化規劃基本計畫擬訂之原則、方法及步驟，包括農村整體意像之塑造及特色之創造、基本計畫之內涵、共識形成及專家參與之方法與步驟。五、農村美化個別實施計畫之擬訂:研擬不同類型農村地區(鄉(鎮)、村(里))農村美化實施計畫擬訂之原則、方法與步驟，包括個別實質計畫之種類、內容及實施方法等。六、農村美化規劃及計畫推動方法之建立:研擬農村美化規劃之推動及實施農村美化計畫(含綱要計畫及細部計畫)之體制、方法(含示範地區選擇及分期分區)、步驟及應有之配合措施(含法規、制度、財政、組織、稅制、行政等)、計畫實施後效益評估與推動成效考核之原理、方法、步驟等。本研究範圍為桃園農田水利會灌區所屬農村地區。桃園農田水利會桃園灌區、湖口灌區、大溪灌區、新海灌區等四個灌區，各個灌區的範圍如下:一、桃園灌區:包括楊梅鎮、新屋鄉、觀音鄉、大園鄉、蘆竹鄉、桃園市、中壢市等七個鄉鎮。二、湖口灌區:包括湖口鄉、新豐鄉等二個鄉。三、大溪灌區:包括大溪鎮。四、新海灌區:包括三峽鎮、樹林鎮、土城市、泰山鄉等四個鄉鎮。

Abstract

This study tries to establish the method of promoting the landscaping in the rural areas. To achieve the purposes of further references of the related projects and the policy of the “Wealthy and Beauty Rural Villages.” The sub-purposes includes: 1.To preserve the landscape and the traditional culture of rural villages. By establishing the images of rural villages to achieve the “Rural Village Communities”2.To improve the rural living, the ecological environment, the welfare of farmers, the balance of urban and rural areas, the communications between the rural and the urban areas, and the rational land use of the land in Taiwan. The realm of this study are the areas under control of Taoyuan Irrigation Foundation which includes the Taoyuan irrigation region, the Huko irrigation region, the Dashi irrigation region, and the Hsinghi irrigation region. 1.Taoyuan irrigation region: contains the Town of Yangmei, the HsingWu Village, the KuanIn Village, the DaYuan Village, the LuZoo Village, the Taoyuan City, and the ChungLi City. 2.Huko irrigation region: contains the HuKo Village and the Hsing Fong Village. 3.Dashi irrigation region: contains the Town of Dashi. 4.Hsinghi irrigation region: contains the Town of Shanshia, the Town of ShuLin, the TuCheng City, and the Taishan Village.
