Conclusion
The article collected opinions of related workers in the Taoyuan Irrigation Associaton on its system reformation by filling out questionnaires. The purpose is to integrate and analyze all opinions on future systems. The analyses of opinions in this article are divided into four parts：period before implementing improvement program, present situations, comparisons between opinions before and after the implementation of the improvement program, and forward perspectives. The following paragraphs are important results in each part.
Before the implementation of the improvement program, generally speaking, inquirees highly recognized election as the way to choose member representatives and the president. There were not many differences between regions and positions. First, We observe inquirees' opinions on the election of member representatives. In average, about two-third inquires think the election justice impartial and fair. Half inquirees, however, think buying votes, threatening members, and luring voters by gain exist , which contradicts to the viewpoints of basic cadres. Sixty percent of the inquirees think the winners of the election can endeavor to construct things reasonably and reflect opinions adequately, which also a little contradicts to the recognition of basic cadres. About 35 to 40 percent of inquirees indicated that member representatives have intervened and lobbied the decisions of engineering, and employment of worker. Second, We observe the opinions about the elective president. 30 percent of inquirees think buying votes exists and factions will increase, but basic cadres have a lower ratio of this viewpoint. Therefore, it does not influence much in the interests of employees and the decision of hiring people. Third, about the relationship of member representatives and the president, about half think the former can oversee the latter effectively. Only one-forth inquirers think the overseeing will interfere the authority of the president.
About the recognition of the transition period, around 60 percent know the present implementation, implementation date, and lawful basic and clauses. However about the last two topics, basic level has a lower recognition ratio. About the valuation of the president before and after the reformation, more inquires, about 37percent, think- the service of the president that is generated by election is better than that of the president that is generated by selection. The ratio of basic cadres is higher than 37 percent. About the working performance, voters in Taoyuan district think the performance is better in the elective system than in the selective system, voters in Shyrmen district have no opinion. About the increasing fractions, however, all inquirers think it is easier to increase fractions by the election system. About the fairness of the president's administration, voters in Taoyuan district think it is more fair in the elective system than in the selective system, however, voters in Shyrmen district have no opinion.
The implementation of reformative program at present affects irrigation organization efficiency. The answers to most inquirers are " not understand". 38 percent inquirers in Taoyuan think there are influence. But about 80 percent inquirers who express there are influence had no "obverse and reverse" opinion. Most inquirers show there are not any differences between the quality of service and workers' centripetal force before and after the implementation of reformative program. Inquirers' opinions show the election by leaders is the focal point to the irrigation foundation in the future. Generally speaking, the main point is to maintain the present system. But the basic level workers recover the old system tendency and inmost inquirers show that they have no opinions or no answers about powers and functions in the future.
To composite above, the investigations show (1). Inquirers have higher recognition ratio on the system before than the present system. (2). Inquirers who composite and appraise the system before have the obverse side. They recover the system before tendency. Inquirers -who composite and appraise the present system have the reverse 'de. They doubt the qualification of affair committee and president. They show it is not proper opinion. (3). The comparisons between the implementation of reformative program before and present , the election may produce faction. Maybe election president is superior to selection one. Only around 2 percent inquirers think the present system has influence directly to irrigation foundation's management. However, there are not any differences between the quality of service and workers' centripetal force. (4). In order to implement " autonomy principle" overall direct election is better to the irrigation foundation and the future system. The main point is to recover member representatives. "president" and "main founds" accept eclectic way. Only one tenth inquirers maintain the system of powers and functions.
