摘要

本研究主旨在建立地區農業發展計畫擬訂之原理、原則方法與步驟及推動方法與步驟之體系，並以桃園縣新屋鄉為例擬訂包括生產振興及生活改善之發展計畫，以斯充分利用農業資源，發揮地區特色，帶動地區農業發展，改善農村生活環境，加速達成「富麗農村」的目標。 新屋鄉總人口數為48,928人，農業人口共有28,702人．全鄉大部份的土地以農業使用為主，居民以種植水稻為主，近年來逐漸轉作瓜類作物如西瓜、洋香、哈蜜瓜，是一個典型農業鄉。新屋鄉除水稻、瓜類生產外，本鄉生產的鵝肉遠近馳名，是當地重要畜產品。 「為創造21世紀現代化且具有活力與魅力的農業．農村」，新屋鄉農業發展計畫應包含農業生產發展計畫及農村生活改善計畫二部份。農業生產發展計畫項目包括：一、新屋鄉農業發展策略有:主要作物之生產振興策略、自然環境之保護及策略、生產與消費者合作之產銷策略。二、邁向21世紀的具體方向包含： (一)「創造有活力的後繼者」來擔負起新屋鄉農業發展的責任如: l.核心農民的培育。2.農團體等生產組織的培育。3.農業法人的支援。4﹒女性農業經營者的支援。5﹒回流及新從農者的支援。6.高齡者及兼業農家的對策。7﹒領導者的培育。(二)以農業為基礎「創造具有魅力而且富饒的地區」如: l.設置新屋鄉地區農業發展促進會及分會。2﹒集落營農之 誘導。 (三)「創造美好產品」以贏得消費者的信賴，其方法含:l﹒培育新尾鄉農特產。2.新技術的研發。「建立農畜產 品的安定價格基金。4﹒促進環保型農業發展。5.推展新屋鄉特有的產銷合作農業。(四)充實新屋鄉地區農業資訊發佈功能。新屋鄉生活環境的改善計畫包含:(一)交通運輸改善、凹：如道路拓寬、指標系統建立、警告標誌設立、路面的修補、路燈設置、道路綠．美化。(二)河川水路與灌溉區：如定期清除雜草叢生河道，以保持水流的流暢，並選 定適當地點修建成親水的河岸空間。(三)醫療設施：陳舊、狹窄的場地加以更新、擴展並增聘專業護理人員與藥師。(四)教育文化設施：托兒所及部份國小用地所有權或使用權取得、增設托 兒所班級數並鼓勵中小學學生回到原學區就讀。(五)活動中心改、增建及土地所有權之取得，酌收活動中心使用費。(六)公墓公園化。(七)古蹟維護:如范姜古厝的保存。(八)社區環境與家戶衛生的改善、社區意識強化、居民向心力之凝聚。 維持農業持續發展、改善生活環境，地區農業發展計畫的擬訂與推動是不可或缺，不斷的檢討及適時修改農業發展計畫，才能因應世界發展潮流。 桃園農田水利研究發展基金會從事本項研究之目的主要為除了致力於灌排事業的建設與維護外，並透過本研究建立地區農業發展計畫擬訂的模式，可加以推廣應用至灌區內各鄉鎮，對於各鄉鎮的生產、生活及生態的發展與改善，將有重大助益，從而方可強化水利會的服務功能，共同為促進地區農業發展及農村繁榮而努力。

Abstract

This study tries to depict the theories, principles, methods, process, and promoting system for local agricultural development plan. Using the Hsingwu Village of Taoyuan County as the study case, the content includes the development plan of animate production and improving living environment. To achieving the final purpose of the policy of “Wealthy and Beauty Rural Villages.” The total number of residence of Hsingwu Village is 48,928, which includes 28,702 farmers. The major lands of this village are the agriculture usage, and the major production is rice. In the recent years the major agriculture productions has turn to watermelon and muskmelon. Except the rice and the watermelon, the goose is another major production and famous for the quality. In order to achieve a modern and vivid attractive village in the 21-century, the development plans for the Hsingwu Village have to emphasize on both the animate production plan and the improving living environment plan. The animate production plan includes：A. The strategy of major product promotion, of protecting the natural environment, and the selling cooperation of producers and consumers；B. For achieving the 21-century development plan includes:1. The creation of vivid successor to take the responsibility of agriculture development: (a). Cultivating of the key-figure farmers, (b). Cultivating farmers’ organizations, (c). The support of agriculture corporation, (d). The support of female farmers, (e). The support of the returned and the new farmers, (f). The strategies of aged and part time farmers, and the cultivating of the leader of farmers. 2. Based on the agriculture to creative a wealth and attractive region；(a). Establishing the organization of agriculture development, (b). Attractions of community farmers, 3. Create high quality productions to gain the consumers’ believe.,；(a). Cultivate the featured agriculture production of Hsingwu Village, (b). The research and development of new products, (c). Establishing the foundation for stabilizing the market price, (d). Promoting the environmental friend productions, (e). Promoting the specific producer-consumer cooperation 4. Promoting the function of agriculture information provide issue.The improving living environment plan includes: 1. Improving the transporting system, 2.Management of water route and irrigation region, 3.Medical facilities, 4.Educational facilities, 5.Reconstruct the community center, 6.Make the burial ground like a park. 7.Preserving the historic spot, 8. Improving the community environments, consolidate community identification. The purpose of this study is to improve the production, the living, and the ecological development of regional counties and villages. By strengthen the service function of the Taoyuan Irrigation Research and Development Foundation, to flourish the rural areas.
