1. Review the major differences of the operational strategies for Irrigation Associations when Taiwan was in the preliminary industrialization stage in the early the period Taiwan being restored from the Japanese’s occupation and now Taiwan is under semi-industrialized; and accordingly further recommend the most appropriate policy when Taiwan is fully industrialized in the future. 2. Analyze and compare the differences of short and medium terms of rice markets in Taiwan and the World, and predict their possible changes after participation in Word Trade Organization (WTO); and suggest the need of adjustment in respect of rice production policy, and further recommend the necessary preventive or remedial measures to be taken for avoiding the deterioration the utilities of Irrigation Associations so as to continuously maintain the utility of Irrigation Associations in Taiwan. 3. Taking into account the recommendation of the experts from International Irrigation Management Institute (IIMI), i.e. International Water Management Institute (IWMI) now, analyze the correlation of the degree and stage of the national macro economic development to the percentages of engineering costs to be born or share by the members of Irrigation Associations in addition to governmental subsidy. The above-mentioned engineering costs includes costs for construction of new irrigation and drainage facilities or the costs for the rehabilitation of all facilities damaged by flood or other natural disasters, or any other major costs other than regular O&M for the operation of Irrigation Associations. The study on this correlation would provide valuable and referential information to other developing countries for formulating the Government subsidiary policy on the Irrigation Associations or other similar organizations. 4. Review the room or measures possibly to reduce the operation costs and/or to increase in the incomes of Irrigation Associations; and recommend to the Government the most appropriate strategy on supporting the maintenance of the utilities of Irrigation Association in Taiwan. 5. Presumably, there are no legal constraints, from the points of pure economic theory and entrepreneur management views, suggest what is the best organizational frameworks for the existing Irrigation Associations. 6.
