Tasks that the Committee of Agricultural Water Conservancy is in charge of are mainly to manage affairs of irrigation, while “water” is the principal factor for the agricultural production, “water” has a decisive effect on the agricultural development; therefore, well-structured irrigation and drainage systems can help in agricultural developments. If the base levels of the Committee of Agricultural Water Conservancy and the local agricultural production and sale sects can be integrated, then the executions of the management for the local water conservancy irrigation and the applications of the agricultural resources can be made more reasonable and feasible.
After integrating the agricultural marketing association and the organization of water conservancy and irrigation management, we can not only acquire capital and material together to save costs, but also we can use the agricultural machinery and facility more efficiently, and to promote the brands of products and the marketing system to obtain more market information. Besides, the integration of those two groups will be good for achieving the consensus between farmers, training the farmers to help each other, and using water resources more professionally. Moreover, it will be favorable for the practice of irrigation management, the permanent operation of water resources, and the operating efficiency of water conservancy and irrigation system. Ultimately, this integration will reinforce the connection between those two groups and encourage the development of local agriculture.
The transverse（horizontal）integration of the production and sale sects and the organization of the water conservancy irrigation management is to go after the proper scale for the organization of the local agricultural production and sale sects’ water conservancy irrigation management. The way it takes can be divided into 2 categories：one is for the agricultural production and sale sects to integrate by themselves first, then integrate with the irrigation organization management of the Bureau of Water Conservancy; the other is for the agricultural production and sale sects to integrate simultaneously. This research tries to apply the agricultural production and sale sects with the organization of water conservancy integration management. The business items of the horizontal integration contain the following ones：management of the leisure agriculture, the water supply of the irrigation, propositions of the agriculture production plans, capital accommodations, the combined applications of the machines and facilities, information acquirements, communal processing, communal production, communal selling, communally purchasing the production assets, communal transportation, communal storage, communal product management and other business, etc.
The longitudinal （vertical）integration of the agriculture production and sale sects and the organization of the water conservancy irrigation management is to go after the economies of scale and the business partitions for the local agriculture production and sale sects and the organization of the water conservancy irrigation management. The method shows as follows：one is for the agricultural production and sale sects to integrate by themselves first, then integrate with the irrigation organization management of the Bureau of Water Conservancy; the other is for the agricultural production and sale sects to integrate simultaneously. This research tries to integrate the agriculture production and sale sects of the same kind, the integrating business items are as follows：agriculture production and sale sects, communal production, communal selling, communal processing, communal storage, communal product management and other business, etc. The ranges of integrating the agriculture production and sale sects with the irrigation management of the water conservancy organization involve the dominating villages, towns and the working stations; and the working stations of the Water Conservancy Bureau are the centers for the integrated units. And they are to integrate the local agriculture production and sale sects with the water conservancy units within the dominating areas.
During the integration of the agriculture production and sale sects with the water conservancy units within the irrigation area of the Tao-yuan Agriculture Water Conservancy Bureau, the procedures that the agriculture production and sale sects should couple with are as follows：selecting plants that save water, improving the irrigation facilities, applying the agricultural chemicals that will not pollute the irrigation water, coordinating with taking turns in carrying out irrigation area by area, selecting appropriate plants in order to corporate with the policy of taking turns in carrying out irrigation area by area, prudently managing the agricultural wastes to refrain from polluting the irrigation water, etc. The agriculture production and sale sects will make avail of the land provided by the Water Conservancy Bureau to expand the scale of the agricultural management, to establish the processing factories, information center and to cultivate the leisure agriculture, etc. The agriculture production and sale sects hope that the Water Conservancy Bureau can provide buildings to install the exhibitions and the sales of the local agricultural products , to hoist the forums, to accommodate the agriculture-related articles or the reading rooms, etc. The agriculture production and sale sects hope that the Water Conservancy Bureau can provide the following training subjects：applications of the information facilities, proceeding the proposed education training of the development plans agriculture-related, training courses related to the running and management of the leisure agriculture, application and management of water resources, and training of the management techniques of the agriculture management, etc.
The principal coupling measures that the agriculture production and sale sects should take are：providing the assets of the lower-cost agriculture production, providing the loan capitals, expanding the new management techniques, providing the sales spots for the local agricultural products, etc. The main coupling measures for the agriculture improvement fields are：providing the new management techniques, researching the new plant varieties, providing the inquiry service for the plant varieties and techniques, etc. The main coupling measures for the administrative units, such as the villages, towns, corporations, bureaus are：establishing the files for the local land utilization, the agriculture inquiry services of any kind, providing spots for the sales of the agricultural products, and providing the accessory agricultural assets, hoisting all kinds of courses agriculture-related, establishing roads for product transporation, etc. The coupling measures that the government should join are：cultivating the related procedures of the independent farmers, the related procedures of the agriculture information, proposing and developing the local agriculture plans, planning of the suitable-farm-land-for-the-suitable-planting and the continual management policy, developing the strategy for the leisure agriculture, the coupling revisions on the regulations of the accessory plans and so on.
Due to the gradual shortage of the future agricultural and water resources, the integration of the team of agricultural production and marketing and the organization of hydraulic irrigation are essential. In order to do so, the water conservation association (WCA) first needs to be familiar with the current situation of agricultural operation and its future trend in development clearly. Afterwards, WCA needs to plan and manage the water and agricultural resources properly. In order to obtain a successful integration of the team of agricultural production and marketing and the organization of hydraulic irrigation in the TaoYuan water irrigation area, this study propose the following suggestions. 1. To enhance the cooperation between those two organizations since currently the cooperation between the WCA and the team of agricultural production and marketing is uncommon. Enhancing the cooperation between those two organizations will be helpful to the adequate utilization of the agricultural and water resources of that area. 2. To recognize the water demand for the various types of agricultural operations. If the WCA understands the water demand for the various types of agricultural operation, it could be achieved to manage the water resource of irrigation by ditch properly and to supply proper amount of water resource to the appropriate agricultural operator. In this case, the utilization of the water resource by ditch will be more efficient. 3. To maintain and promote the quality of irrigation water and to grant authority since part of the irrigation ditch sources have been polluted in the range of water irrigation area and presently the organization can only warn the polluting producer with little effect. Therefore, the WCA needs to do a great effort on reaching an adequate utilization of the ditch’s water source, and granting authority to the WCA. 4. It will be helpful to manage local water resource if related study of the agricultural operation about water quality improvement in the irrigation ditch can be conducted. For example, after purifying the water slightly polluted in the district by the agricultural operation, it can be used in irrigation. Consequently, it will be more efficient to use the water resource and the target of everlasting operation of agricultural and water resources can be achieved as well. 5. To revise related codes and regulations. After integrating the team of agricultural production and marketing and the organization of hydraulic irrigation, the agricultural production and marketing team can obtain related irrigation technique for the agricultural operation, and the agricultural hydraulic irrigation organization will realize the water demand to the agricultural operation irrigation as well. In addition to having abundant knowledge about irrigation technique, there are also related resources to agricultural operation such as land, building and so on for the WCA to assist the development of the agricultural production and marketing team. Nevertheless, the current codes and regulations do not expressly stipulated the mission of the WCA or provide appropriate protection to it. In fact, according to the article 6, chapter 3 in the present Generals of Agricultural Water Conservation Organization, WCA’s mission has been stated clearly. Especially, item 5 in it states that the WCA shall cooperate with the government in the work of land, agriculture, industry, policy and the construction of farm villages. Base on that legislation, related rules will be able to set up. 6. To promote the operation efficiency of the water resource management. Modern water irrigation facility such as automatic spraying system can utilize the limited water at the root portion of crops effectively. Also, to establish water quality detecting system such as establishing water quality discharge standards, preventing the inflow of soil water, enhancing the control of the soil water and executed stringently, and imposing heavy penalty to the faulty. Besides, it needs to attend to the training of the irrigation management personnel, to confer with considerable power and responsibility to the supervision and assessment work, to establish objective and just rules upon penalty and promotion system.
