1. Objectives(1). Overall Project ObjectivesTo study how to adjust the existing functions of irrigation association of Taiwan to accommodate with the need of basic change in Taiwan’s agriculture production policy after participating in the World Trade Organization (WTO) so as to enable the irrigation association playing a more active and useful role in supporting the new agriculture policy. (2). Objectives of this year’s ProgramA. To modify the existing functions of irrigation association from mainly at supporting the single rice production function to the multiple functions of maximizing the farmer’s income.B. To closely observe the impact on agricultural sector to be induced by participating in WTO, and find out the need of corresponding functional adjustment required for the irrigation association.C. To find out the principles, policies, goals, and legal bases for the irrigation association to diversify the operation of irrigation association on a commercial basis for profit-pursuing so as to ease its financial difficulty.D. To study how to accommodate with the national policy on the biodiversity and ecosystem conservation during the operation and reconstruction of irrigation association. 2.
