摘要

本計畫成立之目的在研究分析社會經濟、人文等環境變化所造成農業經營型態之改變，及其所影響農田灌排需求、方法等狀況，依此而研擬因應之道。本計畫依上述土地利用及農業經營之變化，推估往後可能狀況，並依農田水利會對會員提供灌溉排水服務之宗旨，模擬因應之措施。1.貯水池小給路管線化可行性分析益本比為0.3986，若欲益本比為1，則年計效益必須增加至(3579000-1426620)=2152380元/年，此金額可等待土地價值之變動，但此項較不符現在社會經濟需求，水價因經濟發達會變動，期望水價高較為可待，若以此金額分配節省之水量，則2152380÷239324=8.993元/m3 。合計水價為5+8.933≒14元/m3。2.桃園大圳第一支線管線化可行性分析年計成本為28,514,700元/年，而年計效益31,180,000元/年，其益本比為1.0935。經實際分析評估結果其經濟效益大於1，故本方案可行。

Abstract

The objective of this plan comes into existance is caused from the analytical study of social economy, human affairs etc. environmental change ereated the change of agricultural management pattern, and thus influence the demand of field irrigation and drainage, as well as method and conditions, depends on this, to work out the counter-measures against it. According to the above-mentioned changes of land use and agricultural management, this plan is to reckon the future possible status, and also, according to the purpose of establishment of the Irrigation Association’s, to offer irrigation and drainage services to sham a counter-measures steps. 1.Do-ability analysis of water preservative dam using standardized small supply piping Benefit cost ratio 0.3986 For the benefit cost ratio to be 1, the annual benefit has to increase to (3579000-1426620)=2152380 NT$/year. This figure can wait for the land value to increase however it will not meet the present social economic demand. However water prices will fluctuate according to economic developments, so there is more reason to expect an increase in the water price. Using this figure to allocate the volume saved, its 2152380÷239324=8.993 NT$/ m3 , water price will be 5+8.933≒14 NT$/m3 .2. Taoyuan canal No. 1 subsidiary piping standardization do-ability analysis annual cost is NT$28,514,700 per year, annual benefit is NT$31,180,000 per year and its benefit cost ratio is 1.0935 which is greater than 1, hence it is do-able.
