摘要

由於國民所得提高，國民對健康、安全、自然農產品品質格外重視。另一方面由於即將加入世界貿易組織(WTO)，有機農產品成了今後台灣地區農業經營發展的重要途徑。桃園農田水利會灌區區位處於台北大都會近郊，有機農業發展甚具潛力。本研究擬分二年進行，本年度之研究目的有：1.調查分析桃園農田水利會灌區(桃園灌區)有機農業發展之現況、需求、問題、潛力及發展條件。研究內容主要包括：1.闡述世界先進國家及台灣發展有機農業之經驗。2.分析桃園農田水利會灌區(桃園灌區)有機農業發展之現況、條件及潛力。本研究除瞭解國外有機農業發展之情形，界定有機農業之定義及範圍外，並調查桃園農田水利會灌區(桃園灌區)有機農業之現況，調查及推估本灌區有機農產品之需求並分析其發展之可行性。

Abstract

Due to the increase in average income, the public has become more aware of health, safety, and quality of natural agricultural products. Additionally, because of the impending entry into the WTO (World Trade Organization), organic agricultural products has become the crucial path for the operation and development of Taiwan’s agricultural industry. The irrigation area of TaoYuan agricultural water conservancy council is situated at the rural periphery of metropolitan Taipei, thus possessing significant potential for the development of organic agriculture. The administration of this study is divided among two fiscal years, the study objectives of the current year are: 1. To investigate and analyze the status, needs, potentials, and development conditions for development of organic agriculture in the irrigation area of TaoYuan agricultural water conservancy council (TaoYuan irrigation area), the principal content of the study includes: (1) a description of the experience in the development of organic agriculture in Taiwan and advanced nations; (2) an investigation and analysis of the status, needs, potentials, and development conditions for development of organic agriculture in the irrigation area of TaoYuan agricultural water conservancy council. In addition to understanding the state of foreign development of organic agriculture, establishing the definition and scope of organic agriculture, this study also investigates the status of organic agriculture in the irrigation area of TaoYuan agricultural water conservancy council(TaoYuan irrigation area), as well as investigate and estimate the needs of organic agriculture in this area, and analysis its feasibility for development.
