摘要

一、本報告內容具備有三年探討計畫總探討結論之性質。二、本報告重點著重在於分析最近十年各農田水利會實際營運決算資料為基礎，檢討十年來各水利會財務營運得失，並建議今後對水利會財務營運之輔導策略。三、本報告之分析資料為全台灣十七個農田水利會，農委會及本中心之集體蒐集所得。四、本報告呈送日期由民國九十年十二月三十一日延至民國九十一年六月三十日，主要目的是欲將報告內容得包含下列兩重要事件對水利會之營運實際影響： (一)民國九十一年一月一日台灣正式加入世貿組織之影響。(二)民國九十一年五月四日完成會長普選，對水利會組織更民主化及自主化之衝擊。

Abstract

1. The contents of this report have covered the summary of last 3 years’ studies.2. The emphases of study have placed on the proposal for financial and institution operation strategy for the irrigation associations of Taiwan to meet the need of either Government or associations themselves, based on the results of analyses on the last ten years’ financial statement reports for all 17 irrigation associations.3. This report could be considered to be a common effort of AERC, COA and other 17 irrigation associations. Without their provision of useful information, this report would not be able to fulfill its target. 4. The deadline for submission this report has obtained the permission to be extended for a half year, mainly to enable the contents of report to include the physical affect on agriculture production after participation in WTO officially effective on the 1st of January 2002; and also to enable the report to assess the physical affect on the operation of irrigation associations after the modus of the position of the chairmen of irrigation associations and members of irrigation affairs have been changed from the assignment by the Government to the general election. The first general election was held on 4th May 2002.
