- 桃園農田水利會灌區,區位處於台北大都會近郊,且地區人口匯集,工商業發展迅速,對於有機農產品的需求甚殷,因此桃園農田水利會灌區內有機農業發展甚具潛力,本研究擬分二年進行,第二年之研究目的有:1.評估桃園農田水利會灌區 (桃園灌區)有機農業發展之可行性。2.研擬桃園農田水利會灌區(桃園灌區)發展有機農業之策略、推動實施之方法、步驟及配合措施。本研究調查發現本灌區之有機農戶其生產的土地都是自己的。以簡易溫室生產有機農產品,溫室之架設以30~35坪為一單位,內部包含灑水系統,一單位之棚架以5~6萬元。有機肥料生產費用佔總生產成本之比例以10%以下為最多,其次是40%以上。蔬菜病蟲害防治一般有:翻土方式、黏紙板黏捕,或用火燒,或飼養雞隻幫忙除害蟲。每一個有機農戶都有屬於自己獨門的病蟲害防治技術。男僱工薪水2.5萬/月;女雇工1.8萬/月。消費者認為有機蔬菜的莖幹較為細緻、口感較脆、色澤較鮮艷;果品品嚐的口感較細緻、甜度亦增加、色澤較鮮艷;有機稻口感較Q、甜度增加、香味濃郁,因此有機稻米比一般稻米Q、甜度增加、味道較香。有機蔬菜一般生產面積大多在1公頃以下。本灌區大多以紅壤土生產有機農產品,僅有一戶是砂質土壤。以地下水來灌溉生產有機農產品。有機農戶購買的之有機肥料廠牌最多可達2家,最少是1家。使用的有機肥料其成份以牛糞與植物性原料為主。一般而言,若是農會補助,則由農會購買;若是沒有補助,則向有機肥料製造商購買。農戶都可以隨時購買有機肥料;部份有機農戶因農會之補助,所以需要有計畫之出售。本灌區有3戶有機肥料製造商,3戶全部都在新屋鄉內,本區生產的有機肥料量足夠當地使用。有機農民會配合季節生產有機農產品,一般以葉菜類為主,其生產期數因作物別之不同而不同,冬季有機農產品種類最多,且生產量最穩定。有機農產品之運銷方式以宅配為主,其次是到超市販賣。有機農產品販賣之地點以台北縣、桃園縣為主。
- Abstract
- This study has lasted for two years and the objectives for the second year include: (1) to evaluate the opportunity of developing organic agriculture in the irrigation area of Taoyuan Water Conservation Association; (2) to propose the strategy, the practical procedures and the coordinating measures for developing organic agriculture in the irrigation area of Taoyuan Water Conservation Association. In the grand Taipei area and the Hsinchu Scientific Park, because higher income, more consumers, and higher education level; therefore, the requirement for the safety of food and the willingness to buy that food are both higher. Since there is also one agricultural reformation institute in this area, it will be very convenient to examine the soil and to provide technical consultation. The biggest resource for this irrigation area is to have many ponds and there will not lack of water. Besides, because it is very convenient to travel between the grand Taipei area and the Hsinchu Scientific Park, not only can the fresh organic agricultural products be shipped rapidly, but also the farmers can obtain related knowledge for the consumption of agricultural products easily. Since the prices for organic agricultural products are usually higher than ordinary ones; hence, the residents in the grand Taipei area will have better chance to accept and to consume those products. One conclusion we may draw is that this irrigation area has good potential to develop organic agriculture. The development strategies for organic agriculture contains: to associate with recreational agriculture to assist the communication between the urban and country areas, to create a pollution-free production environment, to produce small amount of products but with variety, to market to consumers directly and to advertise broadly. The procedures for promoting organic agriculture are: to realize how framers are willing to produce, to examine the production environment, to learn to prevent from organic blight, to apply for the identification of organic agricultural products, to create own brands and to increase the production benefits for organic agricultural products. The coordinating measures for developing organic agriculture are: research for the technologies of preventing blight, plan for production and marketing, plan for land utilization, legislation for the recreational agriculture, proper use of organic fertilizer, design for organic agricultural production area, establishment of the concept for sustainable operation, set-up of the related regulations for the food and food manufacture, plan for funds raising and reduction of production costs. The organic fertilizers in this irrigation area are typically the excrement from cattle or chickens and usually lack of vegetable fertilizers. It needs to improve the water quality in this irrigation area since the test results show the degree of conduction for electricity tends to be high. Though the consumers in the grand Taipei area are willing to consume organic agricultural products; yet, they are often unable to distinguish the real ones from the fake ones. The suggestions for promoting the organic agriculture in this irrigation area are: to increase the common sense for consumers in organic agriculture, to produce small amount of organic agricultural products with variety, to improve the knowledge and ability of farmers in marketing, to reinforce the research for improving water quality in this area and to bestow civil rights upon maintaining the quality of irrigation water.
